PREA Annual Statement 2020
The Northwest Regional Re-Entry Center (NWRRC) has an agency wide commitment to provide for the safety and well-being of our residents. This commitment includes a zero tolerance for violations of PREA. We have staff trained to investigate all PREA allegations. NWRRC takes reports of sexual abuse and sexual harassment seriously and each complaint will be investigated. If criminal behavior is indicated, the Portland Police Bureau will be contacted to conduct a criminal investigation. If an incident indicates a policy violation, it will be investigated internally and the information may be turned over to the Bureau of Prisons who will investigate based on their protocol.
NWRRC ‘s PREA Coordinator tracks all reports from the date they were received through the conclusion of the investigation and if warranted through a prosecution proceeding. During 2020, nine (9) PREA reports were made and investigated. The type of reports and outcomes are as follow:
Six (6) resident on resident reports of sexual harassment and sexual assaults were reported:
Investigation Outcome: Two (2) substantiated; Three (3) unsubstantiated; One (1) Unfounded
One (1) staff on resident report of sexual assault:
Investigation Outcome: Unfounded
One (1) staff on resident report of sexual abuse and One (1) resident on resident sexual assault allegedly occurred at other facilities were reported. The information was sent to the facilities where the behavior allegedly occurred to enable them to conduct their own investigations. After the residents released from NWRRC, contact information was provided to the investigating facilities to enable them to notify the residents of the outcome of the investigations.:
