At NWRRC, we support individuals on their journey from incarceration to community reintegration through a variety of re-entry programs tailored to different populations. Since our founding in 1964, NWRRC has expanded its mission, serving multiple communities with specialized resources to address the unique challenges each group faces.

Understanding Re-entry and Its Impact

Whether coming from prison, jail, or from around Oregon and Western Washington, re-entry is the crucial transition back into community life. Every year, approximately 600,000 people return to their neighborhoods after time in federal or state prisons, and millions more cycle through local jails. With nearly two-thirds of individuals rearrested within three years of release, often due to gaps in support for housing, employment, physical & mental health and substance abuse treatment, successful re-entry is essential but challenging, At NWRRC, we help bridge these gaps with targeted programs, aiming to reduce recidivism and foster long-term stability for each resident.

Supporting Successful Transitions

Whether through federal, state, or local partnerships, NWRRC’s programs are rooted in a commitment to equip participants with the skills, stability, and support they need for sustainable reintegration. Our dedicated team and evidence-based programs make a lasting impact on the lives of each resident we serve.

At NWRRC, we offer services that are evidence-based practices to empower individuals in their journey back to their community. Our programs cater to diverse needs, addressing critical areas that are essential for a successful re-entry experience.

Programs

Federal Program

NWRRC serves individuals referred by federal authorities, including those in the pre-release stage, individuals awaiting trial (pre-trial), and those on probation (public law). Our programs for this population provide structured support—such as job training, counseling, and accountability measures—to prepare individuals for a successful return to the community.

Aid & Assist Program

Partnering with the State of Oregon Health Authority and all 36 Oregon counties, NWRRC offers community restoration services for individuals who are unable to assist in their legal defense. These services include mental health support, legal skills training, medication management and structured environments that help stabilize individuals for future re-entry.

Department of Community Justice Program

Working with Multnomah County’s Department of Community Justice, NWRRC also serves people living with a mental illness who are on probation from Multnomah County. NWRRC offers community-based resources that address mental health, behavioral needs, and skills development to support their re-integration.

Services

We offer residents ongoing support to foster successful reintegration into the community. Residents benefit from a structured and supportive environment which includes a staff dedicated to their success. We also offer in-house or try to connect residents in the community with mindfulness programs, drug and alcohol education, and group therapy. Additionally, we work closely with courts, attorneys, and community partners supporting them in the process to achieve their goals.

In addition, our services include assistance with accessing social services such as obtaining ID cards and reinstating benefits, as well as connecting residents with educational and vocational programs. Through weekly group sessions, we promote the development of pro-social life skills and creative pursuits that contribute to long-term stability.

Case Management

Our Case Managers assess individual needs, develop personalized reintegration plans, and connect residents with critical community resources to support a successful transition back into the community. They provide ongoing guidance, mentorship, and accountability, ensuring each resident has the tools to overcome challenges and achieve their goals. By fostering trust and promoting personal growth, our Case Managers play a vital role in empowering residents to rebuild their lives and contribute meaningfully to their families and communities.

Security and Accountability

Our Security team, known as Resident Re-entry Specialists, and Accountability Monitors are integral in maintaining a safe, secure, and structured environment for residents transitioning back into the community. These professionals enforce facility and community rules with fairness and consistency while fostering a culture of respect and support. By balancing accountability with compassion, they ensure residents meet expectations, address challenges constructively, and take meaningful steps toward successful reintegration, creating a foundation for community safety and personal growth.

Social Services

Our Social Services team provides critical support to residents as they transition back into the community. By connecting residents with essential resources and fostering strong community partnerships, we help build a foundation for long-term success. Our approach is collaborative and tailored assisting employment and housing efforts, leveraging partnerships with over 50 organizations in the community allowing us to address barriers to re-entry while providing culturally and generationally specific support for all residents.

Health Services & Medication Management

We prioritize the health and well-being of our residents as they transition back into the community. Our Health Services team, led by a dedicated Health Services Coordinator and Health Services Technician, ensure residents receive the care and support necessary to overcome barriers to healthcare access. By providing guidance on medical resources, assisting with appointments, and addressing health-related challenges, the team fosters physical and mental well-being, empowering residents to focus on their reintegration journey.

Mental Health Counseling

Our Mental Health Counselors provide trauma-informed care to residents, addressing mental health concerns, emotional challenges, and co-occurring disorders during their transition back into the community. With a focus on resilience and relapse prevention, they help residents build a foundation for long-term stability. Our onsite team includes a Qualified Mental Health Professional – Certified (QMHPC), a Licensed Professional Counselor (LPC) / Certified Alcohol and Drug Counselor III (CADC III), and a Counseling Intern from Portland State University.

Food Services

Our Food Services team is dedicated to providing residents with balanced, nutritious meals that support their physical well-being. With menus crafted in-house by our Food Manager and reviewed by a nutritionist, we ensure that meals meet high standards for taste, nutritional value, and health. Our team also considers dietary restrictions and cultural preferences, fostering inclusivity while promoting healthy eating habits that contribute to residents’ overall success and readiness to reintegrate into the community.

Throughout our building and immediate surroundings, we provide multiple opportunities for the residents to access an outdoor walking track, support groups, resume workshops, an ADA accessible shower, books, movies, music therapy, art supplies, laundry machines, gym equipment, pickleball, basketball court, and other activities.
