TYECE OKAMURA
Board Chair

Tyece has over 25 years of involvement with community based organizations including a broad cross section of cultural organizations and nonprofits. She has served as a member of the Portland Youth Gangs Violence Task Force for approximately 20 years as well as Executive Board Member of the Police Activities League of Greater Portland for over 15 years. She has also served in key leadership and board positions with the Federal Bureau of Investigation Citizens’ Academy Alumni Association and Youth Leadership Academy and is President of the University of Washington Alumni Assoc. Portland Area Chapter. As an Adjunct Faculty member at Portland State University she is active in the American School Counselors Association and the Oregon School Counselors Association. Tyece joined the NWRRC board in 2013.

RONALD H. HOEVET
Board Secretary
Ron Hoevet is a shareholder and founding member of the firm Hoevet, Boise & Olson, P.C. He served as a trial attorney in the Criminal Section of the Tax Division for the U.S. Department of Justice from 1975-1977, and was an Assistant U.S. Attorney for the District of Oregon from 1977-1981. Ron is a founding member of the Northwest Regional Re-Entry Center Board of Directors since 1976.

KENNETH C. BAUMAN
Board Treasurer
Ken Bauman retired from the United States Department of Justice on January 31, 2007. Prior to his retirement, he served as an Assistant U.S. Attorney for the District of Oregon since 1972. He has represented the United States in both criminal and civil litigation. In retirement he takes on cases that interest him and devotes more time to public service. Ken has been a member of the Northwest Regional Re-Entry Center Board of Directors since 1997.

STEVEN T. WAX
Board Chair
Steve Wax serves as the Legal Director for the Oregon Innocence Project following his service as the Federal Public Defender for the District of Oregon from 1983 – 2014. Prior to 1983 he served as a Public Defender in Broome County, New York, from 1979-1983; Assistant District Attorney in Brooklyn, New York from 1975-1979 and a Judicial Law Clerk in Anchorage, Alaska from 1974-1975. Steve has been a member of the Northwest Regional Re-Entry Center Board of Directors since 1984.

WILLIAM S. BAILEY
Board Member
William (Bill) Bailey is a licensed Architect with Waterleaf Architecture where he serves as Partner-In-Charge for community and commercial based projects. He has over 24 years of architectural design, planning and construction administration experience. Bill was previously with SERA Architects from 1989-2001 where he served as Technical Director. Bill has been a member of the Northwest Regional Re-Entry Center Board since 2006.

JEFF HAWTHORNE
Board Member

Jeff Hawthorne is active in the Portland community and is responsible for a variety of advocacy and fundraising efforts as the Director of Community Affairs for the Regional Arts & Culture Council in Portland.  He has over 20 years of nonprofit administration and fundraising experience, including positions with Metro Regional Parks & Greenspaces, Portland Center Stage, and the Oregon Shakespeare Festival.  Jeff joined the NWRRC board in 2012.

LISA HAY
Board Member

  Lisa Hay has served as the Federal Public Defender for the District of  Oregon since 2014.  Prior to assuming her current position, she served as an Assistant Defender and has been with the Oregon Federal Public Defender’s Office since 1998.  She started her legal career in complex commercial litigation, after clerking for two federal judges in Boston, Massachusetts.  Lisa speaks locally and nationally on the Fourth Amendment, electronic surveillance, and other criminal law issues. Lisa joined the NWRRC board in 2014.

DAVID GALT
Board Member

Dave Galt has over 35 years of professional experience in the insurance and risk management industry assisting numerous non-profit and for-profit organizations in the accomplishment of their organizational goals.  During that time he has been an active member of the community serving on a number of non-profit boards including Thomas Edison High School where he served three terms as Chair and, most recently, as Chair of the Mary’s Woods CCRC.

CHRIS GREEN
Board Member

Chris Green has extensive experience in law enforcement, fire services, and ministry with a focus on emergency services.  Most recently he has served with The Navigators in developing resources for first responders.  He has also served on the Board of Directors of Public Safety Chaplaincy, President of Responder Life, and Chaplain for both the Sandy Police Department and Sandy Fire District.

ELIZABETH K. BINGOLD
Board Member

Ms. Bingold joined the NWRRC Board of Directors in 2017. She currently serves in the litigation practice group of Davis Wright Tremaine LLP.  Prior to her current role, Ms. Bingold served as a Legislative Aide in the United States Senate, as an Assistant to the Attorney General in the US Department of Justice, as an aide in the Office of Counsel to the President in the White House, and as a Law Clerk in both the Eighth Circuit of the US Court of Appeals and US District Court for the District of Oregon.  She is admitted to the Oregon State Bar, the District of Columbia Bar, and the Missouri State Bar.

DAVID R. LOONEY
Advisor to the Board and Executive Director

Dave Looney began his career as a correctional officer at Oregon State Penitentiary in 1970 following military service. He worked as a counselor in the institution before moving to community corrections as a probation officer. In 1973, he became a federal probation officer and held a variety of positions and job assignments with that agency including Chief before retiring in 2000. He has worked with and maintained an interest in the NWRRC program since its beginnings as Oregon Halfway House in 1976. He served as interim director in 2006-2007. He has been a member of the NWRRC Board since 2008.

Executive Director, Brian J. Martinek,  reports directly to the NWRRC Board of Directors .
